There being no objection, it was so ordered. New Amendment No. 1 was offered by Representative Davies: Page 1, line 4, after "state" (title amendment): Insert ", and prohibiting a change in the rate of a tax that is imposed on fisheries, motor fuels, tobacco, or alcohol that is in effect on January 1, 1995, without the approval of the voters of the state" Page 1, line 10, after "retail sales tax": Insert "and a law changing the rate of a tax that is imposed on fisheries, motor fuels, tobacco, or alcohol that is in effect on January 1, 1995," Representative Davies moved and asked unanimous consent that New Amendment No. 1 be adopted. Representative Davidson moved and asked unanimous consent that Amendment No. 5 be adopted. Representative Phillips objected.
